Governor Kehoe signs SB 4 into law

He states it will secure Missouri’s energy future and economic growth

On April 9, Governor Kehoe signed the controversial SB 4 into law. The bill, which deals with utility companies and how they can charge their consumers, saw pushback on two major issues: Construction Work in Progress (CWIP) and Future rate billing.

In the press release, Kehoe stated that the “legislation is designed to respond to skyrocketing energy demand and outdated energy policy, introducing vital reforms to ensure Missouri can meet its growing electricity needs.”

As the BH-FP has previously reported, SB 4 is actually a bill to repeal a law passed in 1978 that banned CWIP practices due to high utility bills.

People voiced concerned over Liberty Utlilities last Thursday at the Town Hall where the companies utility billing practices were the main topic, leading some to worry about giving the organization more freedom in billing.

Kehoe’s release believes the law will benefit consumers and utility companies, yet many Polk County residents have their concerns. The law takes effect on Aug 28, 2025.
