Who is that woman on top of the courthouse?

This above-stated question has arisen several times lately. A friend recently asked if the woman is Lady Liberty. My granddaughter and her daughter were driving across the square when there were people on the roof of the courthouse. Miss Maddie inquired; “What are they DOING to our Statue of Liberty?” Her mother replied that the woman up there isn’t the Statue of Liberty. Maddie, always on top of things, asked “Then who IS she?” Her mother wasn’t sure. Maddie assured her mother that “Grandma Jean will know”. And I do. I know a bit about the woman on the courthouse.
